It seems inevitable that, unless some action is taken soon, that Scotland will eventually secede – if not now, then next time. Meanwhile Northern Ireland still struggles to cometo grips with the implications of Brexit.  Can we re-imagine a new, looser structure, based perhaps on the Council of the Isles as in the Anglo-Irish agreement? Would that allow parts of the current UK to be members of the EU but not others?
